Jawatan Kosong Chief Operating Officer COO in Labuan

The COO will be the operational and financial architect of the bank, providing high-level support to the Principal Officer. This role requires a Finance/ Accounting professional who can manage the full spectrum of company accounts, HR and admin, while possessing the technical depth to oversee Blockchain & Digital Asset operations. The COO must be prepared to act as the primary operational liaison with the LFSA, defending the bank's processes and reporting during regulatory audits or inquiries.

1. Financial Management & Corporate Accounting

• Full-Set Accounting: Oversee all financial reporting, including P&L, Balance Sheet, and Cash Flow, ensuring they reflect both traditional and digital asset holdings.
• Capital & Liquidity: Monitor and maintain the bank's capital adequacy and liquidity ratios to ensure they never fall below LFSA minimum requirements.
• Taxation (LBATA): Manage tax filings and ensure the bank meets all "Substance Requirements" to qualify for the 3% tax rate under the Labuan Business Activity Tax Act.

2. ⁠Regulatory Liaison & Reporting (Supporting the PO)

• Direct LFSA Interaction: Serve as the technical lead for all LFSA inquiries. If the regulator requests data, clarifications, or a meeting, the COO is responsible for preparing and presenting the response.
• Reporting Oversight: Manage the accurate and timely submission of all returns via the LFSA SIS and COR@L platforms.
• Regulatory Defense: Lead the bank's team during LFSA on-site examinations or thematic reviews, providing clear evidence of operational compliance.

3. Internal & External Audit Management

• External Audit: Manage the end-to-end relationship with LFSA-approved auditors, ensuring audited accounts are signed off and filed within the 6-month statutory deadline.
• Internal Audit & Controls: Design and implement a rigorous internal audit framework that covers financial accuracy, HR compliance, and cybersecurity protocols.
• Blockchain Audit: Oversee specialized audits for digital assets, including Proof of Reserves and private key governance.

4.⁠ ⁠Digital Asset & Blockchain Operations

• Operational Integrity: Oversee the reconciliation of on-chain transactions with the bank’s internal ledgers.
• Banking Partnerships: Cultivate and maintain relationships with correspondent banks to ensure stable fiat-clearing and settlement capabilities.
• Risk Mitigation: Implement robust "Travel Rule" and AML/CFT protocols specifically for virtual asset transfers.

5.⁠ ⁠HR, Admin & Substance Management

• Human Resources: Manage payroll, recruitment, and performance reviews. Ensure the bank maintains the required number of "Fit and Proper" staff in Labuan.
• General Admin: Oversee corporate secretarial duties, office maintenance, and vendor management across all locations.

Requirements & Qualifications

• Academic: Bachelor’s Degree in Accounting or Finance is mandatory.
• Professional: Active membership in a recognized accounting body (MIA, ACCA, CPA, or ICAEW).
• Regulatory Savvy: Deep understanding of the LFSA regulatory framework (noting that LFSA is the regulator and IBFC is the marketing arm).
• Blockchain Knowledge: Significant experience in the operational and accounting aspects of Digital Assets/DLT.
• Experience: 12+ years in financial services, with at least 5 years in a senior operational role.
• Communication: Exceptional ability to liaise with regulators and banking partners with clarity and authority.

Job Type: Full-time

Pay: RM15,000.00 - RM18,000.00 per month
